국공립대학 표준 기록관리기준표를 활용한 사립대학의 기록관리기준표 개발에 관한 연구

- 국공립대학은 2017년을 기점으로 코러스(KORUS)를 개통하면서 대학 내 업무시스템을 표준화하고 공통의 기록관리기준표를 개발하였다. 그러나 사립대학은 2000년대 초반 도입된 전자문서생산시스템에 기반한 기록물분류기준표를 계속 사용하거나 별도의 분류체계조차 갖추지 못한 상황으로, 공공기관을 중심으로 진행되는 기록관리 정책과 흐름을 쫒아가지 못하고 있다. 기록관리기준표는 공공기록물법에서 지정한 기록분류체계의 표준으로, 기관 내 현용?비현용 기록물의 분류 현황을 파악하고, 기록의 분류와 처분을 연계하는 중요한 도구다. 따라서 기록관리학계에서 국공립대학을 중심으로 기록 분류체계의 정비에서부터 대학기록관 설치 및 운영, 기록정보서비스, 전시프로그램 운영 등으로 연구가 확장되고 있는 것처럼, 사립대학의 기록관리에 관한 연구 또한 기록분류체계부터 순차적으로 진행될 필요가 있다.
국공립대학과 사립대학은 설립주체와 근거, 지휘?감독의 주체가 다르지만, 교육, 학술, 연구기관으로서 생산하는 기록물의 성격과 유형, 그리고 수행하는 업무와 그에 따른 단위과제가 유사하다. 따라서 국공립대학에서 사용하는 표준 기록관리기준표를 활용하여 사립대학에 적용 가능한 기록관리기준표를 개발한다면, 기록 분류체계 정비에 대한 시행착오를 줄이고, 국가 주도의 기록관리 정책에도 빠르게 대응할 수 있을 것이라 판단된다. 이 연구는 이러한 생각에서 출발하였다. 즉, 국공립대학 표준 기록관리기준표를 사립대학에 적용해 보고, 사립대학의 특수성이 반영된 업무기능을 보완하여 사립대학 기록관리기준표 개발 방법론을 제안하는 것을 목적으로 하였다.
국공립대학 표준 기록관리기준표의 사립대학 적용 가능성을 확인하기 위해 국공립 P대학과 사립 Y대학을 임의 선정하여 일부 업무기능에 대해 단위과제와 단위업무 간 매핑을 시도하였으며, 이 결과를 통해 국공립대학 표준 기록분류기준표를 사립대학이 벤치마킹할 수 있다는 전제는 타당함을 확인하였다. 이를 근거로 다음과 같은 개발 방법론을 제안하였다.
1단계: 국공립대학 표준 기록관리기준표 중 사립대학에 적용 가능한 공통 업무기능 도출
2단계: 사립대학에 적용 불가능한 일부 단위과제 제외
3단계: 사립대학의 고유한 특성이 반영된 기관고유(유사공통) 업무기능 추가?보완
4단계: 해당 대학의 특성화 사업 분야를 반영한 고유 업무기능 추가?보완
5단계: 신설한 단위과제의 보존기간 책정을 포함하는 사립대학 기록관리기준표 개발방법론 제안
이러한 방법론에 따라 연구 대상으로 선정한 A대학의 업무기능을 중심으로 기록관리기준표(안) 일부를 도출하여 제안하였다.
마지막으로, 이 연구에서 제안한 사립대학 기록관리기준표 개발 방법론과 도출한 A대학 기록관리기준표(안) 사례의 타당성 검증을 위해, A대학 기록물관리담당자를 포함한 사립대학 기록물관리전문요원 3명을 대상으로 심층 면담을 진행하였다. 면담 결과, 면담 대상자 모두 사립대학 기록관리기준표의 개발은 필요하고, 국공립대학 표준 기록관리기준표를 적용한 사립대학 기록관리기준표 개발 방법론에 대해 긍정적인 반응을 보였으며, 제시된 사례는 대체로 타당하다는 의견을 밝혔다. 그 외에 몇 가지 도출된 고려사항을 반영하여 국공립대학 표준 기록관리기준표를 적용한 사립대학 기록관리기준표 개발 방법론 최종(안)을 제안하였다.

- With the opening of KORUS since 2017, national and public universities hav e standardized their work systems and developed a common records manage ment standard table. However, private universities continue to use Records Cl assification Criteria based on electronic document systems introduced in the e arly 2000s or do not have a separate classification system. The Records mana gement standard table is a standard for the record classification system desig nated by the Public Records Act, and is an important tool to identify the clas sification status of records and link the classification and disposal of records.
Just as record-related research at national and public universities is expandin g to the maintenance of the record classification system, the establishment an d operation of university archives, record information services, and exhibition programs, research on record management at private universities needs to be conducted sequentially.
National and public universities and private universities have different subj ects of establishment, grounds, and command. However, the nature, type, and work of records produced as education, academic, and research institutes are similar.
This study started with the premise that if the Records management standard table used by national and public universities was applied to private univer sities, mistakes in the improvement of the record classification system could b e reduced and state-led record management policies could be quickly respond ed. Therefore, the purpose was to apply the national and public universities r ecords management standard table to private universities and propose a priva te university management standard table development methodology by supple menting the work functions reflecting the specificity of private universities.
The problem was identified by investigating the current status of the establi shment of the insufficient record classification system of private universities i n Korea, and some work functions of national and public P university and pri vate Y university were mapped. As a result, it was confirmed that the records management standard table of national and public universities is applicable to private universities.
Based on this, a methodology for developing a private university record ma nagement standard was proposed by using common work functions applicable to private universities among the national and public university record manag ement standard, adding and supplementing common work functions of private universities, adding and supplementing work functions reflecting the university
's specialization field, and setting a retention period for new unit tasks. In ord er to verify the validity of the proposed private university record management standard development methodology and some cases of the A university record management standard (draft), in-depth interviews were conducted with three p rivate university record management specialists.
As a result, all interviewees expressed their opinion that it is necessary to develop a private university record management standard, and that the metho dology for developing a private university record management standard applie d to the national and public university record management standard is genera lly valid. Reflecting some of the derived considerations, a final (draft) methodo logy for developing a private university record management standard applying the national and public university record management standard was proposed.
