대학기록관의 총장 선거 관련 기록 수집 방안 연구 : 거점 국립대학을 중심으로

- 대학의 기본기능이 교육·연구·행정·서비스로 확장되면서 대학에서 수행되는 활동은 사회에 대한 설명책임(accountability)을 전제로 하게 되었다. 설명책임은 대학의 기능에 토대한 기록관리를 통해 확보될 수 있다. 그러나 현재의 대학은 기능에 토대한 기록관리를 통해 제공 또는 공개하는 정보의 양이나 질에 있어서 설명책임을 확보하기에는 부족한 모습이 존재한다. 총장 선거와 관련된 기록물 제공·공개 현황이 대표적인 예이다.
총장 선거 기록은 국가기록원 지침에 의해 평가·선별하지 않고 계속 보존할 필요가 있는 기록으로서 영구 보존기간을 부여받았다. 그 가치에도 불구하고 현재 총장 선거 기록 생산·수집·보존 현황은 파악하기 어려우며 이용자가 접할 수 있는 총장 선거 기록은 대학기록관 홈페이지와 대학도서관이 제공하는 일부 기록에 한한다는 문제가 존재한다. 총장 선거와 관련한 선행연구를 보아도 대학의 총장선출제도를 고찰한 연구만이 존재하며 중앙선거관리위원회의 기록관리 현황에 대한 연구를 통해 일부 다루어질 뿐이다.
본 연구에서는 총장 선거 기록의 수집·관리가 중요함에도 불구하고 학계의 관심이 미비하다는 판단에 따라 총장 선거 기록을 기록관리학적 관점에서 접근하여 대학의 설명책임을 확보하고자 하였다. 연구에서는 기록관 설치 의무를 지닌 국·공립대학 중 거점 국립대학을 중심으로 문헌조사와 심층 면담을 활용하였다. 업무 및 생산자를 기준으로 총장 선거 관련 기록물 범주를 도출하고 범주에 토대한 대학기록관의 총장 선거 기록 보존 현황을 파악하였다. 문헌조사와 심층 면담 결과를 바탕으로 대학기록관의 총장 선거 관련 기록 수집 방안을 제안하였다. 총장 선거 관련 기록 수집 정책은 첫째, 총장 선거 기록 수집 범위 및 우선순위 설정, 둘째, 총장 선거 기록물 수집을 위한 지침으로 구성하였으며 세부적인 수집 대상 기록물 범위, 우선 수집 대상 기록물, 수집 방법, 수용조건 및 처분 내용을 제안하였다. 그리고 제안한 수집 정책 활용을 위해 대학기록관의 지도·교육을 강조하였다.

- As the basic functions of universities expanded into education, research, administration, and public service in modern society, activities performed at universities have come to assume accountability. However, the current records management of universities based on functions is insufficient to secure accountability in terms of the quantity or quality of information provided or disclosed. A representative example is t he status of provision and disclosure of records related the election of university p residents.
The records related the election of university are records that need to be preserved continuously without evaluation and selection according to the guidelines of the National Archive, and have been granted a permanent preservation period. However, it is difficult to grasp the current status of creation, collection, and preservation of those records, and user can only access to some records provided by the university archives website and university libraries. Despite this situation, the only prior research related to these records is a study that examines the election system of university president, and president of university election records are only partially ad dressed through research on the status of record management by the National Election Commission.
In this study, we judged that the collection and management of records related to the election of university presidents were important but had not been paid attention to in scholar until recently, and consider those records by archival perspective.
The study utilized literature research and interviews centered on the major national universities with the obligation to establish archives. We derived the categories of university president election-related records based on tasks and creators and identified the status of preservation of those records in university archives based on the categories. Based on the results of literature research and interviews, we proposed collection policy for collecting university president election-related records in university archives. The policy for collecting university president election-related records consists of first, setting the scope and priority of university president election record collection, and second, guidelines for collecting university president election records. We proposed detailed scopes of records to be collected, priority records to be collected, collection methods, acceptance conditions, and disposal contents. In addition, we emphasized guidance and education of university archives to utilize the pro posed collection policy.
