- With the opening of lifelong education programs in Koreas public libraries there has been an improvement in the poor image of public libraries as well as an increase in the number of public library users. In particular, as the public libraries have been extensively designated as a major infrastructure for lifelong education programs' at both national and local levels, the public libraries have proved themselves to be the most cost-efficient social organizations to implement lifelong education. However despite such desirable' results, there has
been a growing argument on the involvement of public libraries in lifelong education between pros and cons. The cons have criticized the increasing work-burden without administrative, financial, and personnel supports.
Under these circumstance, this study puts its focus on investigating some controversial issues in the lifelong education system of public libraries, with special concerns on their management and educational programs. This study was conduced from both macro and micro points of view. From the macro viewpoint, the overall managerial structure and educational contents of lifelong
educational system in public library settings were identified and discussed. And from the micro viewpoints, the strengths and weakness of the lifelong educational programs were investigated and analyzed. With regard to the latter, emphasis was on exploring the problems and limits of local educational programs from the program particiants' viewpoints.
Three methods were used to collect the needed data. First, interviews were conducted with 48 informants carefully chosen from 16 central and local public libraries. The informants include 16 administrative staffs, 16 instructors, and 16 participants in those education programs. Also followed were in-depth interviews with 4 administrative staffs and 5 instructors in Ulsan Central Library. Second, observation methods were employed to investigate both thoughts and behavior of educational program participants. And finally, a survey was conducted to 336 participants in lifelong educational programs, which were held and managed by 4 public libraries of Ulsan province in the
year of 2005.
The major discussions in this study include: (1) Regarding 16 public libraries' lifelong educational system, identified and discussed were special features in organizational structure and personnel, substances in educational programs, and characteristics in program participants(students and instructors): (2) Regarding the local (Ulsan) public libraries, investigated and analyzed were characteristics of students, contents of educational programs. and most significantly, evaluation on the educational programs from the three different groups viewpoints (students, instructors, and administrative staffs).
Based on the research findings the following suggestions were drawn to improve both efficiency and effectiveness of the present lifelong education system in public libraries: (1) regarding the related laws and regulations, the study proposes to establish and/or strengthen a management post(or division) which is fully responsible for lifelong education in a public library, And also suggested is that librarians should obtain an eligible certification to manage lifelong education programs , Especially for training the profession, this study suggests that there should be more financial and administrative supports from both local and central governments and that more courses on lifelong education should be developed in and offered by the curriculum of library and information science: (2) in order to innovate the present management systems of lifelong education programs in public libraries, strongly suggested is the increasement and assurance of feedback process among students, instructors, and administrative staffs: (3) most importantly. for the improvement of the education system itself, this study suggests o develop and establish an unique and exclusive library-based educational program which is distinguished from
other lifelong education programs. A guideline for a desirable educational program is developed and a quality assessment model on those educational programs is also presented.
