초등학교 비전자 기록물의 효율적 관리방안 : 대구광역시 S초등학교 사례를 중심으로

- The purpose of this study is to investigate the actual condition of elementary school non-electronic records management and to suggest effective improvement plans based on this.
For this purpose, the law and the national archives public standard were analyzed, and the management status of elementary school non-electronic records was investigated and analyzed in Daegu Metropolitan City S Elementary School.
In addition, the survey was conducted on the records researchers of Daegu Metropolitan City Office of Education to find improvement plans. The results of the analysis of laws and regulations and the actual condition survey are as follows.
First, the non-electronic records were not systematically managed due to the absence of record management experts in the unit school.
Second, the school principal, staff, and staff were less aware of records management because there was no evaluation item on records management in the unit school.
Third, there was no provision of law that could cover various kinds of non-electronic records produced in elementary schools.
Fourth, there were many non-non-non-disposal documents that were left untreated even after the preservation period, and there were no registered non-non-non-non-non-records other than paper documents.
Fifth, when registering the produced documents, there was no unit task card suitable for the unit school, so when registering the same unit task card in a lump sum, the records were missing or the efficiency was low in terms of management.
Sixth, the school under the national education office used "Standards for Classification of Common Unit Tasks and Preservation Periods" and there were many records registered as misclassifications according to producers due to the inexperience of using the Unit Task Card.
Seventh, the test papers and student records, which are the basis data of the students' representative academic records, were not registered and managed and piled up in the library.
Eighth, only the register of the large intestine or unregistered non-electronic records were preserved in one side of the empty classroom without equipment according to the characteristics of each type.
Ninth, students' creations containing personal information were displayed or discarded without permission without having the rights to write.
Tenth, records that have passed the preservative period in the unit school have not been transferred due to the lack of space in the Office of Education archives.
Therefore, this study aims to suggest the following improvement plans based on the results of related laws and guidelines analysis and the actual condition survey.
First, the relevant laws and guidelines should secure the necessity of managing the elementary school non-electronic records through the establishment of a clause that can cover the whole even if it does not specify the details of all kinds of non-electronic records produced in elementary schools.
Second, each unit school should have detailed customized management guidelines according to the type of non-electronic records so that the person in charge should not have difficulty in performing non-electronic record management tasks.
Third, the items that are misclassified should be supplemented by reviewing the records management standard table used in the unit school.
Fourth, for the disposal of unregistered non-electronic records, large-scale unit school document maintenance work is needed, and facility equipment for improving the environment of documentaries should be equipped.
Fifth, the creation records should be registered so that copyright and personal information can be protected and used educationally.
Sixth, the management environment as a permanent records management institution should be improved by expanding the space of the library of the local education office in order to transfer the records that have passed the preservation period.
Seventh, in order to improve the awareness of school records management personnel, it is necessary to periodically evaluate records management and introduce a system that gives incentives to excellent schools.
Eighth, the provisions based on the laws and guidelines should be established so that the "School Archives Management Committee" can be formed to simplify the registration and disposal procedures.
If such improvement plan is improved through legal and institutional supplementation and customized guidelines for the management of unit school non-electronic records are developed through careful guidance and supervision of the school records management committee and the competent education office, elementary school non-electronic records will be efficiently collected, managed and utilized.
