초고령사회 공공도서관 노인이용자를 위한 ’노노 서비스(老老 service)‘ 방안 연구 : 부산광역시 공공도서관을 중심으로

- 우리나라는 저출산·고령화로 빠른 속도로 초고령사회로 변화하고 있다. 특히, 부산은 2021년 전국 지방자치단체 중에서 가장 먼저 초고령사회에 진입하였다. 이에 따라 공공도서관을 이용하는 노인이용자수도 크게 증가하고 있으나 노인이용자 서비스는 아직 미미할 뿐 아니라 노인 사회참여 프로그램도 매우 부족한 실정이다. 본 연구의 목적은 도서관 주이용자로 등장한 노인을 위하여 노인이 서비스 제공자이며 수혜자가 되는 ‘노노 서비스’ 방안을 마련하여 제시하기 위한 것이다.
부산지역 공공도서관의 노인이용자를 대상으로 한 설문조사와 G도서관의 사서 포커스그룹 면담 결과 ‘노노 서비스’가 필요한 것으로 확인되었다. ‘노노 서비스’ 수혜자 측면에서 가장 필요한 서비스는 컴퓨터 정보검색 도움서비스, 도서관 이용 안내서비스, 도서 검색방법 안내서비스, 권장 또는 인기도서 안내서비스 등의 순으로 조사되었다. ‘노노 서비스’ 제공자 측면에서 참여의향은 60대가 가장 높았고 참여방법은 실비유급 자원봉사로 1주일에 3회, 1일 4시간 이내를 가장 선호하였다. 이에 따라 참여자는 정부 노인일자리사업의 사회공헌활동과 연계하여 모집하고 사전교육이 필요한 것으로 분석되었다.
본 연구는 초고령사회를 맞아 증가하는 노인이용자들을 위해 도서관 서비스의 보충적 방안으로 시간적 여유를 가진 노인이 서비스 제공에 참여하는 방안을 제안하였다는 점에서 의의가 있다. 이를 통해 노인이용자들은 상호 지식정보를 교류하며 사회활동에 지속적으로 참여함으로써 삶의 보람을 찾을 수 있을 것이다. 더불어 노인의 추가적인 도서관 유입에도 촉매제가 될 수 있을 것이다.

- Korea is rapidly changing into a post-aged society due to a low birth rate and aging population. In particular, Busan was the first to enter a post-aged society among local governments nationwide in 2021. As a result, the number of elderly users using public libraries is increasing significantly, but services for senior users are still insignificant and social participation programs for the elderly are very insufficient. The purpose of this study is to prepare and present a plan for the elderly service, in which the elderly become service providers and beneficiaries, targeting the elderly who have emerged as the main library users.
As a result of a survey targeting elderly users of public libraries in Busan and a focus group interview with librarians at G library, it was confirmed that 'elderly services by elderly' is necessary. The most necessary services in terms of the beneficiaries of the 'elderly services by elderly' were surveyed in the order of computer information search help service, library usage guide service, book search method guide service, and recommended or popular book guide service. In terms of providers of 'elderly services by elderly', the willingness to participate was the highest among those in their 60s, and the preferred method of participation was paid volunteer work three times a week, within four hours a day. Accordingly, it was analyzed that participants were recruited in connection with the social contribution activities of the government employment program for the elderly and prior training was required.
This study is meaningful in that it proposes a way for the elderly who have time to participate in providing services as a supplementary measure for library services for the elderly users who are increasing in the face of a post-aged society. Through this, elderly users will be given opportunities to find worth in life by exchanging knowledge and information and continuously participating in social activities. In addition, it can be a catalyst for additional library inflow of the elderly.
