텍스트마이닝을 통해 본 “잊힐 권리” 관련 동향과 논점 : 기록학적 의의를 중심으로

- As the Internet became more common and information technology developed, humans were able to share information and knowledge in various ways through various media. Along with these changes, the right to know is regarded as a basic right, and access, distribution, and reproduction of information have become easier. Accordingly, it was argued that if you want to erase information, you have the right to forget it, and the 'right to forget' emerged. More than a decade later, discussions are taking place only in a small number of academic fields, and the level is insufficient. Although there are currently no discussions in the domestic record management academia, it was judged that such discussions in other academic fields need to be discussed in terms of record management because they are related to the maintenance and deletion of records. Prior to the study, we looked at the definition of the right to be forgotten and looked at trends related to the right to be forgotten at home and abroad.
For the study, data were collected from 2010 to 2020 with a keyword "right to be forgotten" in news articles and academic journal publications, and text mining was conducted using keyword frequency analysis, network analysis, and topic modeling through data preprocessing. In the keyword frequency analysis, the basic meaning of the right to be forgotten, the judgment that recognized the right to be forgotten in the network analysis, the right to be forgotten for crime victims or perpetrators, and the topic analysis showed the right precedent and legalization. Discussions on the right to be forgotten have been made over the past decade, but the issues raised in news articles and academic journal publications are not much different, and the approaches seem to be similar. In light of this, it can be seen that the perspective between the general public and scholars on the right to be forgotten is similar, so most of them only discuss gossip, but no in-depth discussion has been made. The right to be forgotten, which can be discussed in the field of record management in the future, could be largely summarized into socio-cultural and ethical dimensions that apply the right to be forgotten to crime victims or perpetrators, policy dimensions for deletion, search exclusion, and technology dimensions due to the introduction of blockchain technology.
This study is meaningful in that it was possible to derive issues on the right to be forgotten that can be discussed in the future in the field of record management using text mining.
